The entire point of Mulan's character is that she does things in her own unorthodox and indirect way. A characteristic built up from the beginning of the movie, making the dog do her farm chores, playing chinese chess while waling down the street, using the weights as a makeshift winch to climb up the pole, shooting a rocket at the mountain instead of at the huns, killing shan-yu with fireworks instead of a sword -- she wins by doing things unorthodoxly, avoiding direct combat, and outsmarting her opponent with some kind of tactical victory.
she could probably defeat Elsa in a similar indirect and tactical way. Lure her into some kind of trap. Not jackie-chan karate chop her, when Elsa has been shown to have the reaction time to freeze a crossbow arrow in flight.
