Yes, there are plenty of overpowered characters out there, but their entire gimmick isn't made to be that you cannot physically beat them, it's that they can potentially do anything, which is fine because you can do plenty with that. Thor can lose his hammer, Hulk is easily confused, Silver Surfer jobs all the time, etc.
Once you make Juggernaut job, he loses his entire gimmick. That's why him being used so often is actually detrimental to his character, because stories inadvertently require him to lose, and far too often they do not offer a satisfying way to sidestep that problem, like say have him be dropped in the ocean, etc. so he ends up jobbing. But it's not as bad as it would be if he was a hero, because then every singly story has to revolve around how can the bad guy not be defeated by Juggernaut immediately, or how is anyone suppose to even be a threat to him when you cannot harm nor stop him.
