We will never get real answers but Kirby co-created Captain America and drew and """""co-plotted"""" both the character's Silver Age debut in the Torch comic and his return in Avengers #4 so i'm not sure why you're desperate to give Stan credit.

They didn't initially plan on bringing Cap back. There was originally a Human Torch story where they pretended they brought Cap back, but that was just a C-list villain pretending to be him. The fan feedback for the idea was so great, however, that later Cap was actually brought back.

Ditko spent the last 30 years of his life locking himself in a NYC office and not letting anyone near him while making a bunch of Mr. A comics that sold around 100 issues each. The man was about as anti-social as you could possibly get, and absolutely hated any attention thrown his way. Frankly, I doubt he would have wanted a bunch of coverage. I suspect he was happy to just go quietly into the night content in knowing that he did his work and did it well until the very end.
