Obi-Wan and Yoda almost certainly knew as far back as RotS, they definitely know in TCW, as does Ahsoka (explicitly, in their final scene together), so presumably the rest of the council knows, which explains a lot of the reticence to give him a seat.
On top of that, nobody even complains about it because they were all young once. Obi-Wan had his relationship with Satine and flirts with anything even vaguely female for most of TCW (which wouldn't help Anakin's state of mind, even though Padme and Obi-Wan never seem to spend much time together or flirt with one another), Yoda has assuredly seen far worse in 900 years of training Jedi, and Ki Adi Mundi has several wives by dispensation of the council because his species are space pandas and every last sperm is sacred.
The marriage isn't the problem, nor is the keeping it under wraps (after all, the Jedi don't need a major scandal). It's literally just down to his inability to let go of his anger, which all stems from his origins as a slave. The big mystery of Star Wars is why the Empire under Vader didn't wipe out the Hutts, but I guess Hutt space must be better armed than anybody ever shows.

She sort of forgets the few days they spent together when he was a kid (and she was 14 - canonically, she's only 4 or 5 years older than him, even though she was played by an older actress in TPM), she's a senator so there's a limit on the number of dates she's going to have time for/get to go on. It's basically an office romance.
The fact he's awkward as fuck probably doesn't come into it. In action he's an absolute unit, he very rarely murders an entire village in revenge, and he's got his own career which lets them work together.
