Arion, Lord of Atlantis was a pre-crisis book that had Atlantis being special because the lords of Order and Chaos lived on the continent, and everyone became susceptible to knowing magic because they lived there for a long time. By "long time," I mean that book took place during the Ice Age, and a main part of Arion's story was about trying to delay the ice from reaching the cities.
Then CoIE happened, and stuff changed. Secret Origins #27 had a story about how most magical characters were "influenced" by a homo magi named Doctor Mist (sort of like what happened in that Madame Xanadu series, but more hands on). He would found the "homo magi" city that Zatanna's mom was from. The Atlantians from Peter David's "The Atlantis Chronicles" are presumably descended from the same ones as Arion, since there's a statue of Arion in one of the first pages and some of them had natural magical talent (like Shalako).
The Atlantis of Johns/Parker/Abnett was quite different, and had a very different depiction of the Orin/Atlan stuff.
Madame Xanadu was a forest fairy, so not homo magi, but close enough to interact in same ways.
