People want to enter the USA, because USA is awesome. If there is a way that they think they can do that legally, they will because then they dont have to hide from the law. Its just good sense.
If legal immigration isnt an option, or just as important SEEN as not an option, that's when people resort to entering the country illegally.
This means that the tighter you try and crack down on all immigration, the more illegal immigrations you create. Its more or less the same people, but now you don't know who they are or have any record of them, and they don't pay income tax and you have to spend money deporting them if you find them out.
Obama's immigration reform made the process of immigrating into the US seem more reasonable, so illegal immigrations dropped. Remove that safety valve that people can aim for, and those same people have 'no choice' but to sneak across the border illegally.
If your goal is 'no mexicans at all', then Obama's policy is awful. But if your goal is to cut down on illegal immigration, Obama's policy removes the incentive to sneak across the border for all but the most desperate, or people who actually never could pass through customs and get away with it (like criminals).
Side note: higher illegal immigration rates do mean more successful drug smuggling, because the border patrol is devoting resources to simple dudes with kids or whatever that is manpower not being used to stop actual criminals and drug cartels and shit. So better immigration policies remove that smokescreen that make combating the shit you actually don't want coming across the border more effective.
