For most shows people still watching it and buying enough products of the show is the main goal, animation and story quality are left to an algorhytm that figures how low the budget can be and what plots to include to still get to the goal.
State founded shows that are made for the message, story and/or artistic values that don't need to make money could be the best but I doubt any communist country ever would go all out on animation when there are hospitals and other more important places where resources are needed.
Maybe in that future after-the-book kind of communism with high technology based societies, though.
