Everything that happened, happened, him going back in time didn't change shit in his universe.
And no matter which explanation for the time travel bullshit you choose, so fucking what? What do you count as closure? Should he have been one to make the sacrifice instead of Tony? Continue being Captain America but giving up the shield as a younger version of himself?
He had his fucking resolution, he wanted to live a relatively normal life with the woman he loved. He was obviously content living in modern times considering he came back, he just wanted to live for himself for a bit, not being some restless warrior always looking for things to hit. It's actually fulfilling an aspect that's been lost with 616 Steve's character over time. He always wanted to help people and he was always heroic, but he also wanted to a have a life outside of being a superhero.
