Shallow character with lacking backstory, motivation and clearly defined development and resolution? Yes. Are the plot holes or faults? Yes, even Anno admits he failed with Kaworu in an interview. Se picture related.
However, he is an addition to the story and plot in form of a plot device. This is additive. But if we were to remove Kaworu hypothetically? The story would still go on. SEELE would still be opposed to NERV, Gendo would still plan to start instrumentality, Misato would still be seeking the truth after losing Kaji, Asuka would still be in a hospital bed, Rei would still be fucked up, and Shinji would be less depressed.
