I think people just decide to show their preference. the sasunarusasu was the yaoi reference of naruto, and myself being a fan of narukibanaru, I didn't dare talk too much about it because of extremist SNS (yes yes, they exist)
I also saw a lot of yaoi on shinokiba, kankukiba, chojishika, etc. i think yaoi fans decided to show their preference. and I think Kiba is one of the top 5 gayest guys in Naruto (well, from my point of view ^^)
