It wasn't about being sexually free. Children are highly regulated and monitored so there cannot be any unauthorized knocking up. The community encourages same-sex relationships when the kids become hormonal teens to keep them from procreating. The BL (& yuri) only exists in that one episode. The couple in the GIF is disappointing since one of the boys (the one on his back) was faking being interested just so the community wouldn't think him strange.
