The only way to stop it is to stop submitting altogether. The thing about non-Japanese (I'm not saying western) they'd go on whiny about it and post their soap-opera rant on tweeter and then couple days later they'd upload again.
I mean come on LOL, common sense please, you don't post your art online not expecting someone will save it to their computer and reupload it somewhere? That's THE FIRST thing they should've at least expected.
