Back during the 1950s when this was first proposed, being able to send a nuclear missile to the Moon and make an explosion large enough to be seen on Earth would have been a propaganda win as at the time the Western Block and the Soviets were both trying to get get all other countries to aligned with one or the other. No idea why there would have been any interest in doing it in the mid 2000s.
