The tea is actually experiencing centrifugal force which is why there is more tea on the edge of the tea while it is spinning. The leaf falls into the center by this whirlpool effect

Well if i could take a guess I'd say its kinda like a tornado. With a tornado you have the eye of the storm where everything is calm and basically perfectly still. Except an average tornado is moving in different directions. So you have a mini tornado in your tea cup but the eye of the tornado has only one spot, the middle of the cup. If a tiny piece of tea leaf sits in the middle its not going anywhere bc it "calm" there. Naturally as all the tea sinks its drawn towards the middle as it gathers and collects more tea. Then eventually settles down and everything is in the middle.

My guess is whirlpool effect. But indeed, centrifugal force doesn't exist; centripetal force does, but it's not what you're thinking about. You're thinking about tangential force, which continues in the direction the mass is already going while it is also being pulled away from that direction - it's really just tangential force, but I don't think that applies here.

Yeah that's as situation where the rising fluid is due to the water getting pushed outwards by the pressure at the center if the whirlpool.

When you have water spinning, each molecule wants to get pushed into the center, but water molecules cant occupy the same space as each other, so they push each other to the side and downwards. This is one reason why whirlpools dont stop immediately after you stop stirring, they perpetuate themselves to an extent.

It's because there's lower energy in the center, allowing the leaves to settle there and clump at the bottom, resisting turbulence.
You would just have to increase the amount of overall energy to high enough speeds that the central energy is fast enough to lift the tea leaves and send them outwards to the higher energy areas of the water.
