Years ago the government in the Netherlands came up with a rule that company staffing composition should - up to a point - reflect the population composition in the region.
Nothing came of it; companies collectively pointed out that they had never kept tabs on the skincolour and such* of employees, had not (and would not have if they HAD that data) shared that data with the government ... because THAT would be (seen as) ACTUALLY being racist or whatever.
That government BS was later abolished.
But that was then; now it's different. Got to be 'inclusive'! And if you tokenize, funding (from government, distributed through boards or committees or what have you) is easier to get.
