I read about how close the astronauts were to die when hundreds of tiles of the underbelly of the space shuttle were damaged. What would have happened to NASA, space shuttle program and space exploration in general if Atlantis was destroyed

So soon after Challenger probably would have ended the Shuttle program, especially since they had just restarted sending up shuttles after the Challenger investigation.

It might have been. Maybe it would have made some great discoveries. Maybe it would have done nothing more than employ a bunch of physicists and support staff in rural Texas. Maybe it would have created a black hole that destroyed Earth. We'll never know.
We do know ISS is, well, meh. It's up there. We spend lots of money on it. Some neat experiments are done on it. Overall though, if ISS never existed, things probably wouldn't be very different.

Scientiust are considering reopening the Texan collider tunnels and expanding it to 100 TeV with the option to upgrade the magnets and jump to 300 Tev with the same expansion tunnels.

If we do, we'd already have all the drilling and liquid helium equipment set; all we'd have to do is replace the magnets with the more expensive ones that CERN was planning on using.
