It's that the indignation of the peasants prevents the government from operating in their own best interest, and even in the peasant's best interests because the peasants demand things which ultimately harm themselves.
The government is severely limited by the will of the peasants, and I would argue that "prohibiting possible decisions" is equally as relevant as "making decisions", especially when it is the most valid and legitimate decisions which are prohibited because they would anger the peasants too much and threaten the government.
Look at how hard they had to work to get the crosshairs of literal fucking eunuchs off the banks. These socialist subhumans are literally like vampires, but seeing how they were aggressively protesting wall street, and the peasants get upset if you go full Van Helsing and start hunting vampires, the Media had to make this aggressive switcheroo campaign and distract people with "racial tensions" that literally never existed until the media started pushing them.
Race relations were perfectly fine up until 2010. There was not a moment between Rodney King and the mid 2010s that any colored people were upset or felt discriminated against. Black people had OJ Simpson as a counter-balance to Rodney King, there was a give and take, and people respected that truce.
The media needed to inflame this war, because they couldn't keep getting attacked by these vampire socialists because of bad PR, and they couldn't defend themselves despite most of them not even "victims of the banking collapse" but literally homeless/jobless domestic terrorist socialists.
It's this sort of shit that threatens the government, because every spineless sympathetic asshat would go say "That terrorist makes a reasonable argument", having forgotten all about the Red Scare and instead drinking commie poison like idiot peasants.
