HS Sci Teacher here.

If there are no state tests/standards/admin pressure, what should introductory HS chem curriculum look like?

My goal isn't to have them memorize random facts, or learn specialized lab skills. I want to teach problem solving skills, and help them to understand the natural world from the atomic/molecular scale.

Pretty much, I can teach whatever I want, however I want.

Any advice?
