Technically speaking, what's stopping a nation like Russia (with lots of nukes) from bombing the shit out of a paperclip nation like Ethiopia (presumably who has no nukes)? Russia would be untouchable for two reasons:

1. Russia has nukes and Ethiopia doesn't (presumably)

2. If allies of Ethipoia retaliated, tjhey would provoke mutually assured destruction among Russia and themselves

So why haven't the nations with nukes burnt the ones without nukes to a crisp?
