Marketing/Psychology In Support of Science Promotion

Let's say that a person has a good idea or two they want to get to the "right people" so that it may be developed. The trouble is, they're an outsider with respect to academia and the scientific community with only written hypotheses and maybe a few crude diagrams.

How difficult would it be in 21st century America to get anyone to listen to proposed new ideas? Kind of a rhetorical question but maybe someone here has an idea?
