What intrinsic differences do these voltage and frequency differences make?
What different traits does a higher/lower voltage or higher/lower hertz do or any combo of these?
Is there a better combo? Or is it just different numbers that have no consequence beyond manufactured electronics?

Not sure about frequency, but higher voltage is better for appliances. For example in the UK we have electric kettles to hear water, whereas I'm told that Americans have to boil water over a flame like a barbarian because their mains can't deliver enough juice to heat it quick enough.

We do have electric kettles in the US.
Though, I remember my grandma brought her electric kettle from the UK and when she plugged it in, it did not boil water.
That might be because the appliance was made specifically for your electric main.

The higher the voltage the better. The frequency differences are just there for intentional incompatibility put in place by mind dead electrical companies who had vision shorter than a dead bat, and now we have to suffer from their short sightness for all eternity.
