I'll give a better answer, although an electrical engineer can give you the best one:
It's a schematic that puts out different wave forms which is then connected to some connection strip at the bottom, so you can plug in whatever it is you want and receive a pulse, triangle wave, etc. I assume the capacitors are all situated like that because you can choose C1, C2, etc to be connected one at a time for desired effect.
It really seems like this set up serves only the purpose of "look what I can do", and doesn't actually do anything practical. I'm assuming the outputs would be impressive to see, but yeah it's only for show.
Lastly, I can only assume the chemical Triclosan is there because the engineer was thinking "boy, I've been at this schematic for quite a long time, I stink like shit and should clean myself" and then wrote down that compound.
