then what is the probability that five of the same set of six States will be in each bottom decile?

That is correct; but independence and correlation are two different measures,
as you indicated by noting that correlation does not imply dependence.

You have that exactly backwards. There is even a Wikipedia page named "Normally distributed and uncorrelated does not imply independent".
Perhaps you are using informal or nonstandard definitions of "correlated" and "dependent"?
