It averages 2-3% in most Eurasians, even if it's not all the same 2-3%. It's not even the same 2-3% between different Europeans, so it'd be theoretically possible to concentrate that. Mix an Asian and European, and it'd more or less average out to 2-3% the same way without additional selective pressure. But yes, it'd most definitely be possible to breed someone less than 70% Homo Sapiens.
