We must build a magnetic claw to lift up a continent scale plate of the crust. Large enough to act as a ramp into orbit. The natural wind cycle would funnel dense co2 up the ramp into orbit where it would cool and clump together into a moon or ring. This would reduce surface pressure greatly.
Next we need a dynamo to produce the magnetic field needed to retain the remaining atmosphere. So we just claw up that plate of crust and some more mass too. Then we fling it into an orbit where its mass will be able to pull on the molten core of the planet.
Just for starters.
Until we have magnets that powerful venus will remain as it is.
