Both. Frequentists are right about there being an objective probability measure on events that different people can agree upon. Bayesians are right about subjective probabilities which represent degrees of belief. Bayesians are also right about the rules of how to update your subjective beliefs when you receive new information. Subjective probabilities can change and be updated, objective probabilities can not.
