since they're symmetric you can just draw a circle, the midpoint is at (5, 5) which I found by looking for the point on the diagonal that's equidistant to the left and right point

A general conic section is given by a quadratic
Ax^2 + Bxy + Cy^2 + D = 0.
Substitute the points (x,y) to get 4 linear equations in 4 variables. Solve them.

Can four points define an ellipse? It seems like either they don't fit on an ellipse, or there's an infinite variation of ellipses that would fit.

This ellipse for this one is straight forward. All four points are on one half of the ellipse and it is angled down to the right.
