well first off don't get a metal barrel cuz it will work like a faraday cage and block any signal, use a plastic one. Also you're gonna need a way to send signals, there's no 4G out on the open sea. So you'll probably need satellite internet (starlink maybe?) or shortwave radio (prolly uses lots of power tho I haven't checked).

Not possible. Bluetooth GPS like a Tile? Thrown out the window. GPS that uses a Tile? If your barrel is gonna be in the middle of sea, then LTE towers wont be able to reach, therefore eliminating that option too. Those were your two and only options. Adios!
