If mass atracts smaller objects to orbit it, can a fat person have mini dust moons? Lets say hypotheticly a 300 pound woman stands still for 4 hours would dust specs start oebiting her?

Yes, but she would have to be very far away from other sources of gravity. It would also be helpful for her mass to be arranged as symmetrically as possible, possibly aided by a system of elastic garments.
