Every measurement device has an error range. It could be +5/-5 degrees or more. In a mercury thermometer, sources of error are the mix of mercury/dye, how much mercury is in, how well shaped the tube is, how accurate the machine that drew the lines is. Additionally, different technologies have different errors baked in due to the nature. For example mercury's thermal expansion isn't truly linear, but we say it's close enough (example like pic related). Some of these compound, others will more or less cancel out.
So they both could be lying, neither could be lying, or any combination.

Dont they always measure 5 meters off the ground as a standard? It's usually warmer the higher you go, as warm air rises. The 5 meter standard was adopted a long time ago to negate differences in ground type so you can get exactly equal measurements over asphalt as well as grass. All temp measurements do this.

it was a publicity photo taken at a climate conference for top level politicians, the most publicity hungry liars on the planet.
they aren't stupid enough to pass up the opportunity to use a misleading high tide photo as a subtle indicator of rising sea level if the opportunity were to present itself. they have millions of dollars of pr people that are paid to ensure everything looks perfect all the time.
there is no way that the science and publicity geniuses running a multimillion dollar publicity operation for billionaires and presidents neglected to look at a tide chart before deciding what time to do the staged group photo on the beach.

Its in the government record books as a high of 103ºF yesterday. I only saw 90ºF as the highest temperature on my home thermometer. Quite a discrepancy.
