Even if weaponized anthrax escapes, it won't spread through the population. This is why anthrax was chosen for weaponization; you can drop anthrax on your enemy and be pretty certain it won't spread back into your country.
To get infected bad you need to be in contact with the spores. The weaponizatoin of anthrax is mostly a matter of making spores that can be dispersed into the air and breathed in. But once infected, the infected person won't be spreading spores in a way that will infect other people around them (unless you licked their scabs or something.)
This isn't academic; there was an accident in an anthrax weapon facility in the soviet union years ago. They fucked up a filter and dumped tons of anthrax spores into the atmosphere. It killed a ton of people, but it didn't spread.
