Like the sketchy & questionable image you posted. How do you compare "1st-10th" to "11th-20th?" Is there a huge difference in quality of life between those two brackets? Is there little to no difference between the "1st" and the "20th?" From looking at your image; who knows?
Also, with such a large time span, (20 years between 1992-2012), a lot could have changed. And your lone image doesn't illustrate change at all. Wisconcin could have been a nice place to live up until 2010, then became a hellhole by 2012, but averaged out to be the "20th" state, while remaining a hellhole to this day.
Over-all, your image doesn't actually provide much information at all, and I assume you're quite uninformed in this matter in general anyway.
