This is exactly how orbits work.
Works in any direction or position as long as the satellite is spinning around the the center of the earth (it can't spin just around a pole or country).
A space cannon is called a mass driver and is a dumb idea unless gravity is low and you have no atmosphere. Could work on the moon in the form of a fast train.

In theory, yes. It would be very complicated on Earth because of atmospheric resistance.
Definitely doable on the moon or planet with thin or no atmosphere.
