Why did bacteria stay as bacteria while other life evolved to such great complexity?

Isn't it the case that all life on earth is fighting a continual battle with bacteria to stay alive? I'm talking immune systems in general, not even medicine.

Without an immune system, bacteria would surely just destroy all life. How did these primitive immune systems develop anyway?

Is Bacteria the "peak" of some particular evolutionary process, albeit a much different branch.
