I got an idea. How about we have the US military use the Space Force as a recruiting tool? They could say that if you serve 8 years in any branch you get to apply for an astronaut boot camp.
Forget the above ground base structures & solar panels, bet big with tunnels & micro modular reactors to build facilities that could hold tens to hundreds of thousands of people who would each have their own apartment built into the sides of tunnels.
Would my objective be to put guns on Mars or the moon to kill the Chinese or whoever? No, my objective is get a line of people for a recruiting office that would stretch from LA to NYC & back. Right now the US military is facing a recruitment crisis.Think of it as how the US military supports the McMurdo research station with their airlift.
Once that pork cash starts flowing nobody will really want to pull the plug which should make the "Use the military money on NASA" crowd quiet happy. My prediction is that the SLS gang will shift their gears from rockets to infrastructure, and I've never heard of anyone complain about money being spent of life support equipment. Basically a military presence on Mars & the moon would make a unkill able sacred cow.
Who would want to yank the chain on something that enabled NASA to transition from a few dozen individuals that went to the ISS to tens or maybe even hundreds of thousands of active staff members on Mars & the Moon? It would be like suggesting that we defund the coast guard.
