Instead of launching small spacecrafts using fuel-powered rocket, why don't we just make and use balloons strong enough to withstand low pressure and space radiation?

Uh there are high altitude balloons. But you need to navigate in space too.

Pretty sure buoyancy only works if there's a medium that's heavier to rise through. After a while you can't float any higher and adding rockets ect.. to close the gap makes you heavier thereby lowering the altitude you need to switch to rockets at, VERY quickly hitting surface pressure making the balloon pointless.
