strengthening structural materials/extra forces at tops of buildings

my professor was talking about how putting rubber near concrete when it was curing made it stronger. & that some but not all plastics will do this (not in the stress strain sense: polymers). & That tops of tall buildings have extra forces on them so when there's like a vibration they vibrate more vigorously. Anyone have any information on this? Google's not helpful.
