But for a real answer, there aren't as many requirements to get a paper published than with textbooks. And textbooks, at least with my experience, are basically just a compilation of various research papers.

Textbooks go to an editor before they are published. Science papers just get typeset directly by the schizoid ESL Russian grad student who thinks doing the combinatorialbcategory theory of pumping lemmas is a worthwhile and fulfilling use of his 70 odd years on God’s Earth.
