No, when NASA thinks they've learned something even slightly noteworthy they hype the crap out of it and use it for leverage to get more money. Fomalhaut b is a good recent example of that, when they announced it was a planet it made big waves in the media and justified all sorts of further wasteful spending. Later on it turned out to be fake and NASA quietly retracted the story without giving any of the money back.
