They're an armed force, trained to handle riots. As the wiki article says, they preferred to try to de-escalate a situation that, had they the will to do so, could have been swiftly handled with raw force. That's the difference with the Captiol protest, where they neglected any non-lethal option, neglected any form of de-escalation, and went right to firing live rounds into a crowd that, apparently, they let into the building themselves.
