I mean, this is as classic as asking "is device physics engineering or physics?" CS departments are historically and currently involved heavily computer architecture research. I mean, the whole RISC-V movement and push in the actual semiconductor business came from the famous Berkeley ADEPT lab in their CS department.
The better answer is that CS is a name for an eclectic collection of topics whose flavor range among various fields of pure math and engineering.
