If you went out at these times, it would be one of many things that could help to reduce the amount of direct light hitting your skin. I also would wear long sleeves and pants if I had to be outside, which I usually don't because I purposely plan my Summer outdoor work to get done in the morning or in the evening so it doesn't even matter.
The whole point is there are things you can easily do to work around the issue.
