Depends on the type. Some forms of tinnitus actually exist in the ear, due to damage from loud noises or infections or what have you. Others originate elsewhere, like from jaw dysfunctions. TMJ is a big one - I share that problem with

You need to figure out what the actual issue is before you can pursue any real solutions. The process I went through was seeing a doctor, who determined that my hearing was fine, so he referred me to a dentist who confirmed I had TMJ (possibly stemming from my corrective braces as a child. fucking dipshit small town orthodontist).
I personally don't find my tinnitus too debilitating so I'm not in a hurry to get surgery or some kind of corrective mouth guard, but those will always be options for me. People with more hearing-basedtinnitus often benefit from devices that match the frequency and neutralize it somewhat. However, most people in the T community will tell you that therapy/counselling is by far the most effective solution. Simply being able to live with it can be much better than imperfect -- and often expensive -- band-aid solutions. The deaf community holds the same belief. that new movie Sound of Metal is actually a really good overview of that, in case you're interested
