Why should this be true, if you can encode symbols in multiple different ways? Can someone explain why Gödel numbering is meaningful outside of being an interesting way of looking at logical statements?

If you've got the symbols encoded in different ways, then "the statement represented by n in encoding A is true" will be a different arithmetic property of n than "The statement represented by n in encoding B is true".
Iirc, the proposition "the statement represented by n is true" is not actually arithmetically definable (although you can always externally define the set, I just did, but I mean you can't recover it from just plus, times, etc). What is arithmetically definable is "statement represented by n is provable".
