We also have the highest volume of high tech product exports and Germany alone has the second highest chemical exports. Even China's factory equipment is mostly designed in Germany.
What you really mean is "Europe is behind America in the tech sector" which is true only if you think in pure economic terms. The first general purpose electronic computer and the internet were both invented in Europe.
The only real truth is "Europe is behind on protectionism, cybersecurity and propoganda softpower", everyone is making a really big mistake for confusing the bad system (of openness, patent theft etc.) with the working systems of European research and academia.
