Why there still exist government funded "science"?

The US government throws billions and billions of dollars at useless projects that don't benefit society. The little helicopter thing on Mars cost 85 million USD alone. How do these beuracrats justify trying to fund public sector science when the private sector absolutely mongs them in effectiveness, efficiency, and cost every single time? I get it's politics and they have a vested interest in keeping this monolithic system going, but you'd think at some point they would have a crisis of conscious.
Ironically, even then, there's only a couple of firms that aren't vampiric dregs who feed off the US taxpayer. ULA and SpaceX come to mind.
