That goes back to expect SpaceX to have more production lines, employees, buildings, land. He is trying to buy up more land around Boca Chica and even incorporate it into its own city
Elon already said we're going to see mostly cargo models for a couple years once they're operational. But you don't need many cargo models to meet current worldwide commercial launch capability, including starlink.
They will be pivoting to tanker and crew quickly, and HLS as soon as they're ready given the timeline. After SN20 orbital test they might move straight to cargo. We don't know yet.
The point there kind of is they're going to do HLS anyways and that gives the technology and likely a more controlled assembly space to start crew variant development. They bid it as cheap as they did because they were already done with the bulk of the hull development, and HLS knowledge gained will be rolled into cost savings for crew variants
