It IS associated with intelligence because it's solving problems that require "intelligence". Intelligence just means a differentiating structure that can have complex behavior depending on the input.
Technically a list of if-else statements can be AI by definition, a computer doing intelligence labor doesn't have to be machine learning or neural network. A computer can "learn" by neural networks, or by many other means.
It can and does read data off of sensors as well. real time image processing is used in a wide array of industries. For the many problems that are strictly off hard drives, many things are far, far beyond human comprehension, such as protein folding or various data analytics. It's no less miraculous.
You don't need general intelligence to solve most problems, which is good because artificial general intelligence doesn't currently exist. But in the same manner that various animals have intelligence, neural networks are intelligent.
