I have a theory that it would have been retarded for Germany to start using gas weapons in WW1 because most of the time the wind blew in their direction, not toward the Entente.

air currents near the surface tend to have more to do with local topology than they do with the atmospheric flow at higher elevations. thats less true in low lying costal areas.

Your theory is correct, gas warfare is an idiotic idea. The wind can quickly change direction when you don't expect it to.
