If a country were to decide that they were going to abolish all ethical rules surrounding scientific research in all fields, and allow any type of scientific research as long as it doesn’t violate basic laws against murder and the intrusion of personal space without consent, what effect would that have on innovation?

Let’s assume for the purposes of this thought experiment that this country is a first world country, capable of putting at least $200 billion into scientific research funding and that this anti-ethics initiative attracts and convinces various science-based companies to conduct research within the country.
